Deployment rollback triggered from web console does not rollback image used

Issue

After triggering roll back to a older version from web console, the new version of deployment using the same image as the previous version of deployment.
But the same works from the console when oc rollout command is used.
```
oc rollout undo dc/sample --to-revision=2
```
