Martian packets are logged on compute nodes

Issue

The following problems may be observed if firewall_driver=iptables_hybrid is configured in var/lib/config-data/puppet-generated/neutron/etc/neutron/plugins/ml2/openvswitch_agent.ini:

• Martian packets are logged on computes while Instance is obtaining DHCP lease.
• Flood of log notifications about martian packets on compute logs.
