RHEL8 - reposync command is not recognizing any exclude directives in the yum config files.
Issue

When performing a reposync command on a RHEL8 server the repo that is created will still have packages even if they were configured to be excluded via the yum configuration file.

When adding an exclude directive in either the
/etc/yum.confor the/etc/yum.repos.d/<reponame>.repopackages that are to excluded are still being downloaded by thereposynccommand.
