swift_rsync failing to connect - Connection refused (111)

Issue

• The following error is appearing in the swift.log file rsync: failed to connect to 192.168.10.210 (192.168.10.210): Connection refused (111)

• The swift data in /srv/node/d1/containers/ is not synced between all 3 controllers

• swift_rsync container status is restarting
