Add OpenShift Router metrics to Openshfit 3.11 Prometheus Cluster Monitoring
Issue
- In OCP 3.11 the router metrics are not exposed to the Prometheus Cluster Monitoring
- Documentation says HAProxy Router Metrics are exposed by default but they are not getting scraped by Prometheus
