IPA installation fails on RHEL 8 using FIPS and Python using MD5
Issue
- On RHEL 8 FIPS, IPA install fails due to Python not being allowed to use MD5 to calculate signatures.
- UnboundLocalError: local variable 'sig' referenced before assignment
