Improved CPU State Monitoring in Red Hat OpenStack Platform

Issue

A tenant recently came to us with a common scenario - they have X number of nodes of a identical function and workload, but their CPU utilization can very by approx 8-10%. We've historically ruled it to be due to power management / C-States, but are requesting assistance with a better way of monitoring.
