proc interface that reports the cmdline back truncates to 4K page size (proc_pid_cmdline)

Issue

• Improve procfs cmdline handler so that it will return all of what is stored in the task structure not just the first 4K.
• Other procfs read handlers have been upgraded to do this, in particular environ which returns the environment.
