Can RHEV verify that a logical network is reachable when adding it to a host?

Issue

• When RHEV brings up a logical network on a host it doesn't perform any availability checking.

• If a VLAN is misconfigured in network switches we don't notice so until VMs that use such VLAN migrate to the affected host, at which point VMs become unreachable resulting in downtime.

• We need RHEV to verify that logical networks are reachable before declaring those "UP" in each host.
