Deployment with sriov is failing

Issue

Seeing this error in /var/log/messages on sriov compute nodes as the deploy fails:

Error: Evaluation Error: Error while evaluating a Function Call, join(): Requires array to work with at /etc/puppet/modules/neutron/manifests/agents/ml2/ovs.pp:269:19 on node overcloud-computesriov-0.localdomain
