Change Graphical Console of Hosted-Engine VM after deployment

Issue

• Unable to change Graphical Console of Hosted Engine VM to use SPICE protocol after upgrading from RHV 4.1 to 4.2 or 4.3. It fails with following error:

Error while executing action:

HostedEngine:
There was an attempt to change Hosted Engine VM values that are locked.

• New deployment of RHV 4.2 or 4.3 Hosted Engine environment do not have this lock.
