RHOSP13 pacemaker cluster communication gets interrupted by redundant switch restart

Issue

In RHOSP13 environment which has bonded network interfaces connected to redundant switches the cluster communication gets interrupted if one of the switches gets restarted. The switch restarts without issues but once it is up cluster inter-node communication is interrupted and fencing occurs.
