'Grow etcd to full membership' Fails in Disaster Recovery Procedure

Issue

Running export SETUP_ETCD_ENVIRONMENT=$(sudo oc adm release info --image-for setup-etcd-environment --registry-config=/var/lib/kubelet/config.json) results in the following error:

error: info expects one argument, or a connection to an OpenShift 4.x server: invalid configuration: Missing or incomplete configuration info.  Please login or point to an existing, complete config file:

  1. Via the command-line flag --config
  2. Via the KUBECONFIG environment variable
  3. In your home directory as ~/.kube/config
