mod_manager truncates large ENABLE-APP messages and improperly enables /
Issue
- Sometimes, mod_cluster enables the / context instead of the actually expected and more specific application context.
- mod_cluster is truncating the messages for very large ENABLE-APPs, such as when we have many aliases configured
