How to make the interface unmanaged by NetworkManager permanently?

Issue

  • We have multiple interfaces on the server, some of those are not used, we want to make sure that NetworkManager does not handle those unused interfaces after reboot.
  • We are able to make those interfaces unmanaged using nmcli, with the command nmcli dev set <interface> managed no but after reboot, the interfaces are managed by NM again.
  • How to permanently configuring a device as unmanaged in NetworkManager.
