How do I create a copy-on-write qcow2 image based on another image file

Using the 'clone' feature simply makes a copy of an image file on disk.

Copies are wasteful when only a small portion of the image will be changed from a template.
- Snapshot support is needed along with capability to rebase from a set of changes.
