Why does using 'chain.c32' to PXE boot from a system's local drive fail?

A system is installed with a working Red Hat Enterprise Linux installation

A network interface in the system is set to boot via PXE but the System Administrator needs it to default to automatically boot from a local drive
- The config file under
/tftpboot/pxelinux.cfg/on the TFTP server is set to boot a server from local disk using thechain.c32directive - The system fails to boot
