Issue

System log shows "Cluster is not Quorate Refusing connection" on a two node Red Hat Enterprise Linux 5 cluster.

Currently nodes are fencing each other and cluster is completely down.

- Jul 18 17:24:08 tqbneweb12 ccsd[5033]: Cluster is not quorate.  Refusing connection.
- Jul 18 17:24:08 tqbneweb12 ccsd[5033]: Error while processing connect: Connection refused
