Why do duplicate configuration files like ifcfg-"ethX" gets created for network interfaces on RHEL5 vmware guests after a reboot?

There are mulitple RHEL 5.8 vmware guests.

On 5.8 Linux instances it is seen that in /etc/sysconfig/network-scripts directory there were two entries for eth0.
-rw-r--r-- 3 root root 194 Mar 1 07:50 ifcfg-eth0
-rw-r--r-- 3 root root 142 Mar 1 07:45 ifcfg-"eth0"

How would two entries get created, one with quotes around it?

This does not allow the interface to load properly at the boot time. Deleting the duplicate files and restarting the interface resolve the issue.
