In mod_cluster the webapp is registered before its initialization is complete

Issue

• We need our webapps to be registered on mod_cluster's balancer only after all ServletContextListener.contextInitialized() methods are finished. Otherwise, our users can see errors as the webapp is not fully initialized. Today, the ENABLE-APP command is sent before the execution of listeners, it should be sent after.
