Error when installing RHEVManager

Customer is getting the following error when attempting to install RHEV-M 2.2 on a Windows 2003 host.
ERROR 1720. There is a problem with this Installer package. A script required for this install to complete could not be run. Contact your support personnel or package vendor. Custom action GetSiteList script error -2147024893, : Line 4, column 1
