CTDB cluster resource agent is incompatible with ctdb version 4.9 and above

Issue

ctdb version 4.9 introduced major changes to the configuration files, and the CTDB resource agent has not been updated to reflect the changes.

- resource-agents-4.1.1-30.el7 and below
Red Hat Enterprise Linux 8 (with the High Availability Add-on)
- resource-agents-4.1.1-32.el8 and below
