syncrepl push DELETE operation does not recover when slave is unavailable

Issue

• OpenLDAP consumer doesn't catch-up in case of DELETE entry
• I have two OpenLDAP servers in syncrepl proxy based "master/slave" set up (http://www.openldap.org/doc/admin24/replication.html#Syncrepl Proxy).
• When there is a delete operation on the master during the slave is down, the master stops trying to send updates. According to the syncrepl retry policy that I configured (5 5 300 +) it should try it for unlimited times. To make them synchronized one has to restart the master server.
