VM rebuild requires duplicate resources when using a different image.

Issue

  • When rebuilding VMs using a different image, the existing VMs resources plus the new rebuilt VM resources are required and in cases where VM resources are big enough, openstack fails scheduling the new VM due to lack of resources.
