Rebuild instance fails due to NUMATopologyFilter

Issue

• When rebuilding an instance with a different image and same flavor it fails with "no valid host found" error.
• When using NUMA topology a rebuild of an instance can fail due to the NUMATopologyFilter;
• After a resize or rebuild, instance doesn't have any huge pages anymore even though the flavor specifically has hw:mem_page_size set.
