MTOM attachments: Wrong encoding in Content-ID header

In SOAP responses containing MTOM attachments, JBoss EAP 7.1.5 / 7.1.6 / 7.2.0 returns a wrong "Content-ID" header

The "Content-ID" header is wrong because according to
RFC 2392 it should NOT contain URL-encoded characters.
