[OpenStack] [Cinder] filesystems mounted by NFS hangs after switching LIF on NetApp

Issue

• After the LIF switching on the NetApp, all calls to files are suspended, and the virtual machines that have volumes on this filesystem also hangs

• If the volume is exported from NetApp by the NFS protocol version 4.1, the problem always occurs after the LIF switching

• Problem occurs when pNFS is enabled and LIF switching is done

• Getting NFS4ERR_LAYOUTUNAVAILABLE error in tcpdump
