cpuspeed does not start up on servers with westmere cpu.
Issue

The cpuspeed daemon does not work on servers with Westmere cpu .The following errors are seen when starting the service :
# cpuspeed Error: Could not open file for writing: /sys/devices/system/cpu/cpu1/cpufreq/scaling_governor Error: No such file or directory
