[RFE] Request to include automated scanning and reporting of missing RPMs in Satellite server

Issue

• Can Satellite (and Proxy) have a background task added to periodically scan the package lists and verify that the RPMs exist?
• Can a report be added to the spacewalk-report package to display the results of those scans?
• Can a search option be added for package management or package search that allows to search for packages that are missing their RPM?
