How to prevent Satellite from starting taskomatic when executing `rhn-satellite restart` in a redundant configuration?

Solution Verified - Updated -

Issue

The Satellite Installation guide, in chapter 9.6, explains how to establish a redundant satellite with Stand-Alone Database.
Point 6 says the following:

Turn off the Red Hat Network Task Engine on the secondary Satellite with the following command:

/sbin/service taskomatic stop"

However, stopping taskomatic and doing a chkconfig taskomatic off won't prevent Satellite from starting taskomatic again when either doing a rhn-satellite restart or a rhn-sat-silent-restart.

I'd expect that the start/stop script for Satellite would honor what is set with chkconfig for taskomatic, so that it cannot be accidentally started on both satellite servers.
