Kernel module nf_conntrack_ftp does not get loaded when firewalld is started

Issue

Stopping firewalld by issuing systemctl stop firewalld unloads the kernel module nf_conntrack_ftp, which after starting the firewalld again breaks ftp sessions, as this kernel module is not loaded again.
