Scriptlet failed when installing samba-common in RHEL

Issue

On RHEL4 if I have samba-common-3.0.33-0.18.el4_8.1 installed and I try to update to samba-common-3.0.33-0.19.el4_8.1. I get the following:

[root@intlxvm38-rhel4 ~]# rpm -qa | grep -i samba
samba-common-3.0.33-0.18.el4_8.1

I get the following:

Running Transaction
  Updating  : samba-common                 ######################### [1/2]
/var/tmp/rpm-tmp.87213: line 7: restorecon: command not found

After the update i have the following happen:

[root@intlxvm38-rhel4 ~]# rpm -qa | grep -i samba
samba-common-3.0.33-0.18.el4_8.1
samba-common-3.0.33-0.19.el4_8.1
