Why does the diskdump report error messages when I restart the diskdump service configured to use a raw disk instead of a partition?

While restarting diskdump service after configuration, the error messages were found in /var/log/messages:
diskdump: diskdumpctl: failed to add /dev/hdb! diskdump: activating failed kernel: disk_dump: shut down
