Named periodically stops responding to UDP requests

Issue

• The named service periodically stops responding to UDP requests. Eventually, the connection will reestablish after a few minutes without any administrator intervention on the server. The problem happens intermittently and does not seem to happen at a predictable interval. Restarting the named service will not correct the failed name resolution.
