AMQ 7 broker instance does not respond at run-time to changes in logging.properties

Issue

Although changes to etc/broker.xml in an AMQ 7 broker instance are detected and implemented at run-time, this file does not contain logging configuration. To modify logging levels, for example, requires changes to etc/logging.properties. The broker does not respond to changes in this file without a restart.
