Fuse ESB 7.1 Open SAML bootstrap procedure fails

Issue

• When configuring Open SAML in Fuse ESB 7.1, the bootstrap fails when reading it's configuration.
• This same procedure worked in Fuse ESB 7.0.2

The following error occurs on the command line:
