RHDS - How to re-encode a wrongly encoded value?

Issue

RHDS stores the directory data in UTF-8.

But a customer has used a different charset ( ISO-8859-15 ) to store some values that contain non-ASCII data in an LDAP server.
When the customer tried to move to RHDS, the entries that have such values could not be added nor imported.
