Unable to start print queue on RHEL server

Issue

We are trying to enable a CUPS print queue. The queue will not start the lpstat command is showing the following:

# lpstat -pZEB_2
printer ZEB_2 disabled since Thu 10 Jan 2019 09:52:53 AM CST -
        Unable to open print file "/var/spool/cups/d5209851-001": No such file or directory
