TZ environment variable not respected in rhel7-atomic and rhel7-minimal container images
Issue
After setting TZ environment variable, timezone and time are still not show correctly inside container:
# docker run --rm -it -e 'TZ=America/New_York' registry.access.redhat.com/rhel7-atomic /bin/bash
bash-4.2# date
Wed Jan 9 22:35:54 America 2019 #<--- Expected to see EST or EDT.
