Satellite installer could not evaluate puppetserver configuration file
Issue
Running satellite-installer --scenario satellite --noop throws error for multiple puppetserver configuration files, e.g.--
/Stage[main]/Puppet::Server::Puppetserver/Hocon_setting[authorization.version]: Could not evaluate: No such file or directory @ rb_sysopen - /etc/puppetlabs/puppetserver/conf.d/auth.conf
