Openshift deployer is unable to deploy applications

Issue

When trying to deploy the internal registry, the docker-registry-{number}-deployer pod fails with an error similar to the following:

error: couldn't get deployment docker-registry-1: Unauthorized

NOTE: This error will likely occur when attempting to deploy other pods in the default namespace, such as the router, and can also affect other namespaces.
