Minor update fails with ceph-osd package errors when using external ceph cluster
Issue
- Minor update fails with ceph-osd package errors on the overcloud nodes
- The ceph cluster is external and not deployed via director
- Yum tries to install ceph-osd package on the overcloud nodes but fails as the required repositories are not enabled
