On Red Hat Satellite 6 creation of the Docker registry fails with Connection timed out error.

Issue

• Following error is observed while creating a Docker registry on the Red Hat Satellite webUI:
  Error "Unable to log in to this Docker Registry - Connection timed out - connect(2) for "https://index.docker.io/v1/"
• Satellite is not considering proxy settings mentioned in the below file while creating a Docker registry:
  /etc/pulp/server/plugins.conf.d/docker_importer.json
