What is the correct way to use htpasswd in OCP3.10 and OCP3.11

Issue

• After modifying the master-config to use htpasswd as the auth provider the master-api pod cannot be restarted.
• The HTPasswd password file is located in /etc/origin/httpuser or /root/httpuser
• The restart command is: $master-restart api and the related doc is here.
