[Satellite 6.4] foreman-maintain or installer fails on "add queue .." or "add exchange .." despite the queue or exchange is present

Issue

Running satellite-installer directly or via foreman-maintain fails on "qpid-config .. add queue katello_event_queue" step, or also "qpid-config .. add exchange topic event" . While the queue and exchange is present, per qpid-stat commands.
