aodh-expirer container isn't deployed by director in RHOSP13
Issue
- aodh-expirer container isn't deployed by director in RHOSP13.
- As default,
alarm_history_time_to_liveis not set and the alarm history is stored infinity. Even if a user sets the TTL with the parameter, there is no container which handles the expired alarm history based on the TTL.
