Failure during upgrade to Puppet 4 prevents further upgrades

Issue

During the upgrade to Puppet 4 on Satellite, the file /etc/foreman-installer/.puppet_4_upgrade is created to prevent successive upgrades of the components. If the upgrade fails, the file is not removed. This prevents further attempts to upgrade to Puppet 4 or upgrade to Satellite 6.4.

Hitting error "Puppet already installed and upgraded." when running satellite-installer --upgrade-puppet.
