Upgrading OpenShift Cluster from 3.x to 3.y Fails with "openshift_release is 3.x which is not a valid release for a 3.y upgrade"

Issue

When attempting to upgrade my OpenShift cluster between minor releases (3.x to 3.y), the upgrade playbook fails with:

Failure summary:

  1. Hosts:    node.example.com
     Play:     Verify upgrade can proceed on first master
     Task:     fail
     Message:  openshift_release is 3.x which is not a valid release for a 3.y upgrade
