In Ansible Tower, Why Are My Live Events Stalling at my include_vars Task?

Issue

When running a job in Tower, when the live events arrive at a include_vars tasks, the stdout will stop and not continue until the page is refreshed. This will only occur when there are vaulted variables in the vars file included like so:
