Tower fails to connect to Insights service when retrieving host information
Issue
When Ansible Tower contacts Insights to retrieve a hosts identified risks sometimes Tower fails to connect to Insights API servers with the following error:

- Ansible Tower 3.2.2
- Red Hat Enterprise Linux Server 7
